About the CARE Coalition
The CARE Coalition empowers collaborative partnerships in Transylvania County to reduce substance misuse by promoting prevention, treatment, and recovery efforts among youth and adults for a vibrant, healthful community.The CARE Coalition of Transylvania County works to change community norms, reduce access and availability of drugs and alcohol, promote recovery, and reduce harm. The coalition convenes interested community members, facilitates collaboration, and coordinates efforts between coalition members and existing local resources.
Supported by paid staff, coalition membership includes representatives from community sectors including healthcare, law enforcement, social services, education, faith, and business, as well as parents, people in recovery, and other concerned citizens.

The CARE Coalition is funded by grant awards totaling $493,492.51, or 87%, from the U.S Department of Health and Human Services and the Department of Justice with $72,235, or 13%, financed from non-federal sources.

OUR FUNDING
STOP Act Grant
The Sober Truth on Preventing Underage Drinking (STOP) Act Grant from the Substance Abuse and Mental Health Services Administration (SAMHSA) is a multi-year project funded through September 2029. This grant provides ~$60,000 per year to strengthen parent and community education, reduce underage access to alcohol, and expand efforts that build youth resilience.
COSSUP Grant
The Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP) from the Bureau of Justice Assistance is a multi-year project funded through September 2027. This grant provides ~$352,000 per year to support Transylvania County’s Jail-Based Treatment and Reentry Program. Recognizing that about 80% of justice-involved folks are living with SUD and mental health conditions, this program provides detainees with evidence-based treatment, reentry case management, and peer support services. The goals of this program are to support detainees so they can reenter the community and become happy, healthy, and productive. Through this, we aim to reduce recidivism, reduce violent incidences in the jail, increase access to treatment and other social supports and reduce overdose.
ABC Board Funding
Our local ABC Board in Transylvania County generously gives to the CARE Coalition as a source of ongoing support for our youth coalition, Voice of Students.
Opioid Settlement Funding
Transylvania County Commissioners allocated ~$60,000 per year through June 2028 of opioid settlement funding to support a half-time Opioid Response Coordinator position, which is responsible for advancing strategic plan priorities through partnerships, funding, and collaboration.
Other Funding
Additional funds are provided by the North Carolina Consolidated Agreement Addenda through programs under the U.S. Department of Health and Human Services. Approximately $55,000 per year supports CARE prevention staffing (workforce development) and vaping prevention education (Healthy Communities Program).
The value of in-kind support from our community partners and volunteers is valued at over $300,000 annually.
